CAAC Letters

Civilian agencies are required to consult with the Chairperson of the Civilian Agency Acquisition Council (CAAC) prior to issuing a class deviation to the FAR (see FAR 1.404).

When multiple agencies need to deviate from the FAR in the same way, the CAAC Chairperson may issue a letter that serves as consultation for all civilian agencies on a specific class deviation. In such cases, a civilian agency may proceed with issuing a class deviation for their agency as provided in the CAAC letter without further consultation with the CAAC Chairperson.

Below are CAAC letters issued by the CAAC Chairperson.

Select “Active” to view the CAAC Letters that are available for agencies to issue deviations. Included with each CAAC Letter is a list of agencies that have informed us that they have issued a class deviation. For agencies that have approved the posting of their class deviations, click on the agency's name to view the class deviation. For information on an agency-specific class deviation, please contact the issuing agency.

Select “Archived” to view expired CAAC Letters and the reason for its discontinuance.

If you have any questions regarding the content of a CAAC letter, please contact FARpolicy@gsa.gov and specify the CAAC letter you are inquiring about.
