Describe the problem to be solved

Currently we're using the akismet plugin, whenever akismet is marking a user registration as spam it's denied. We've had legit users whom couldn't signup due to the spam check.

Describe the solution you would like

In order to handle this we could just mark spam users as require approval. This would also make it possible for a plugin to whitelist a specific email domain.
