Revert "Enable builds within Github-fork from github.com/blampe/goat"

This reverts commit c7e9854.

Use global search-replace of "blampe" for "dmullis" instead.

This achieves symmetry between contents of the Github "parent"
repo and the dmullis fork.  Simplifies Github CI tests, and install
for users (via 'go install github.com/...').
