Numbering speckit files in order of recommended creation

Context

It's not always clear which speckit command to use next. Sometimes the templates do indicate which one is next, sometimes they don't.

Solution

How about numbering the speckit commands in the recommended order, e.g.

• speckit.1.constitution.md
• speckit.2.specify.md
• etc.
