What this PR does / why we need it:
This PR removes streams from a Push if the Distributor finds that all the entries within it are invalid.
We were previously continuing to send these empty streams to the ingesters (and others via the Tee, where we spotted it) despite the call not having any entries to process.
Special notes for your reviewer:
I'm not sure if this behaviour is desired for any reason on the ingester side - maybe limits tracking or stats calculations?
