feat: add kafka development environment

What this PR does / why we need it:

This pull request introduces a comprehensive development setup for testing Loki with Kafka integration. The setup includes supporting services like Kafka, Grafana, and a log generator, all managed via docker-compose, while Loki itself is run manually from the source code.
