Disable Firebase page view and counting on in development.

Currently, firebase integraion will count page view and likes even in local development environment. It may be sensible to only allow counting production.

The fix is simply to check the hugo environment before applying firebase scripts.
That is, change the line in `layout/partials/vendors.html" from

{{ if site.Params.firebase.apiKey }}

to

{{ if and site.Params.firebase.apiKey (ne hugo.Environment "development") }}
