Tooltips for commenting buttons

While there are aria labels for the various buttons in the 'new comment' component, there are a lack of tooltips.
For example, it would be nice to have a tooltip that explains that the B button is for Bold.

To be clear, I'm speaking specifically about these buttons:

The component used for commenting on Pull Requests has tooltips, it would be great to replicate that functionality:

Even showing the aria labels as tooltips would be fantastic.
