Comment box: Don't put the cursor into the comment box after closing an issue

This is a followup for the improved comment box from #73066.

Can you please change the behavior that when I close an issue that the cursor is NOT put into the comment box afterwards? That is especially annoying on mobile because it opens the keyboard. If I want to add a comment, i want to put the cursor manually into the comment box.
