Based on Github's name squatting policy, it should be possible to claim the username if it hasn't been used for a long time (https://docs.github.com/en/site-policy/other-site-policies/github-username-policy#name-squatting-policy) To get the username you want of yourself from an inactive account. try the following:
After clicking the Send request button, your abuse report will be sent to GitHub Support, and they will get back to you via email. The amount of time it takes might differ from case to case, but it should be pretty quick.
