When using org-wide search, the list of filters includes all the entries with "0" results. Unfortunately the filters are not reordered, so lots of "0" results can hide the fact the lower categories do have some hits.

Only after expanding to check, we can see more:

Ideally the empty categories would be either removed or collapsed, after moving the important categories to the top.
