In edit mode using the add open files. takes the last ten opened file not the files opened in the editor

I have a folder with dto's i wanted to add an attribute closed all other opened files opened my files bottom to top. to open them in the editor. Opened the edit tab used the add file button. and the the add all open files.
It uses the last ten files from it's selection box instead of the actual open file s in the editor.
Opening a file and do the add step again will just using the last opened file in the list of 10.

I think this is a regression. I'm observing the same behavior. It used to work as expected some time ago (2, 3 months maybe?).
