Errors are being observed when using the dulwich Git client library. It appears that GitHub's protocol capabilities are being truncated in the upload-pack response. See jelmer/dulwich#1546

From https://git-scm.com/docs/protocol-capabilities:

On the very first line of the initial server response of either receive-pack and upload-pack the first reference is followed by a NUL byte and then a list of space delimited server capabilities.

In the observed response, the capabilities appear to be truncated in the middle of push-options.
