📌 Make Pinned GitHub Workflows More Accessible (user pins, filter, and/or no pin limit)

I work on a team with dozens of GitHub workflows, but only a few are relevant to my role. Many teammates face the same issue - we each need quick access to different workflows, but finding them means repeatedly clicking "Show more workflows..." The current 5-pin limit is occupied by workflows that matter to others, not me, and browser bookmarks feel like a workaround rather than a solution.

Would it be possible to implement any of these improvements?

1. Make pins user-specific rather than repository global
2. Add a workflow search/filter bar
3. Remove or significantly increase the 5-pin limit
