Define podSecurityContext and containerSecurityContext for gha-runner-scale-set

Having strict security constraints, we have to employ podSecurityContext and containerSecurityContext. For actions-runner-controller it's already possible to configure this according to the requirements. But for the gha-runner-scale-set pods, i.e. for the runner pods I can't see the possibility to configure this via Helm
