Quite often during a review of an amendment to a source file, there are further changes required on lines that have not yet been changed.

Given a pull request is a code review, not a change review, please allow for comments to be made anywhere in any file, not just those lines where there is a change (or within 3 lines of a change..).

Yes please, I do that all the time on gitlab and now I did search for this as I'm wanting to comment a few things in a file I changed but wanted feedback on a few things and can't start a code related discussion. So I added comments in the code to being able to start a discussion. This is a bit ridicoulos...

I agree wholeheartedly. I would love to be able to add a comment on a line of code outside of the context of a change on a pull request to be able to properly convey the feedback I would like to give.

Yes, I have just had the same issue where changes in a PR would break some of the logic in other files that have not been updated and I would like to add a comment relating to the issue.

Sadly, it was removed from the roadmap recently:
github/roadmap#347

I've found requests as old as 2019 and even 2014 before I stopped digging.

I'm sensing political resistance and/or technical unfeasibility against this one, so I'm not holding my breath.
