Unable to assign items to team members in Projects

Issue:

When adding a team to a Project with Write or Admin permissions, I cannot assign items to team members.

Expected Result:

When adding a team to a Project with Read permissions or higher, it should be possible to assign items to team members.

Detailed Description:

Whether I add a team to the Project or link the Project within the team settings, I cannot assign items to team members. The only way to make assignments work is by granting team members "All-repository read" permissions in the Organization roles' Role assignments, but this shouldn't be the correct approach. Logically, when I add a team to a Project and set permissions to Write, they should be able to create and edit items as well as be assigned to them. I've also tested with Admin permissions, but assignment still doesn't work.

Additional Finding:

Based on my understanding of GitHub's UX, if a group has permissions, a number should appear on the tab. As shown in the attached image, no number appears next to Projects, even though the Project is listed below.
