GitHub Budgets Table Needs Proper Row Headers

1. Using a screen reader, navigate to the GitHub Budget pages at https://github.com/settings/billing/budgets.
2. Move to the table detailing budgets, spending and such in a screen reader's virtual (JAWS), Scan (Narrator) or Browse (NVDA) mode.
3. Read down the column detailing spending and actions and try and determine what the product that is being represented by each row is.

Result:
You are not able to do so. Below is an example of what is read as you move down the column in question:

Expected:
A properly designed and tagged table would have the row header for each row by the product name, such as Copilot or Premium Requests. The screen reader would then announce that as the user moved down any column, along with the value for that row related to the row header. That is you would know the row header and the value. By default, the column header would not be read as you moved down a column because you are not changing columns. As you move over a row, the column header is announced because that part of the table work is correct.
