[Feedback] Require confirmation before pinging too many code owners

It would be useful to require a confirmation from the user before pinging too many people. Especially in large teams, if I'm stacking two PRs, and new changes in the main branch were merged into the top PR, that PR would suddenly appear to change a lot more files and end up pinging code owners unnecessarily (because those changes were already merged into main).
