My GitHub action wouldn't cancel and used up my quota

This workflow is stuck on the "Job is about to start running on the hosted runner" even though I have requested it to be cancelled over 10 times, and is wasting my free GHA quota.

EDIT: just as I posted this it worked but took a very long time (over 3 minutes) to cancel, so this should still be considered a bug
