Copilot references all copilot-instructions.md in workspace - can it focus on active project only?

I have a VS Code workspace (*.code-workspace file) with several related projects. When I interact with the chat, Copilot shows ALL existing copilot-instructions.md files in the workspace as references, even though I usually only need it to reference the copilot-instructions from the project I'm currently working on.
Is there any way to adjust it so it focuses only on the instructions from one project within the workspace? I believe this would improve both Copilot's responses and token usage. Opening only the project instead the workspace isn't an option since the workspace helps me switch between projects quickly.
