It is correct: GitHub Code quality review doesn't have a "Resolve" button like all other review threads. Instead, it has a "Dismiss finding" button which performs the dismissal and resolution functions for quality review comments. This made for UI simplification and helps avoid the duplication of functionality when a user needs to dismiss a finding first and then resolve the conversation, or another way around.

Right, and for setup where all comments needs to be resolved, we get blocked from merging.

Yeah, that’s a known limitation right now Copilot-generated code review threads don’t show the usual Resolve button because GitHub treats them differently from standard review comments. Hopefully they unify this soon because it breaks the normal workflow. I remember checking a similar discussion someone shared on https://golo777.com.pk/, and it helped clarify how these automated threads behave.
