The unicorn is coming

but when accessed like this https://iceinstitut.github.io/konten/panduan/index.html
the page appears

It looks like the problem is on your side. I don't see it anywhere on my side and also checked it just now. It seems fine now. Opened in Incognito and see it once else I believe it might be your DNS Settings. Check your wifi or Mobile Data once for this site. Its same in both working fine.

I've tried it incognito, on other devices, and on other networks, and the results are still the same.

I am experiencing the exact same issue!

Renaming the repo fixes it temporarily, but renaming it back breaks it again. It seems to be a widespread routing issue.
