Copilot Not Functional in Codespaces

Using Github Codespaces, I can execute exactly one terminal command. Subsequent terminal commands are met with errors. This is reproducible.

The second command (it doesn't matter what command, I used "ls" for both), is met with (I asked the agent to tell me the error):

"ERROR while calling tool: ENOPRO: No file system provider found for resource 'file:///workspaces/xyz' Please check your input and try again."

Steps to reproduce:

1. Start a github codespace for an existing repo
2. Open workspace
3. Ask Copilot Agent to run an ls command: "run this command: ls"
4. Observe the directory listing
5. Ask Copilot Agent to run another command: "run this command: ls -alt"
6. Observe the Agent blathering about the terminal not working, and using another api to list some of the files in the project
7. I cannot get another command to run unless I create another Codespace (which again will let me run exactly one command)

Expected: I expected Copilot to be able to run more than one terminal command
