Github copilot is unable to call create_file tool from IntelliJ

I have given simple prompt to Github copilot from my IntelliJ that "I want to prepare a system design document for the XYZ feature. Can you generate this document?" but after some analysis it was trying to create file on my system using create_file tool but it failed to create a file and giving following errors:
