• I transferred a repository from my personal account to an organization.
• I then created a GitHub Action in another repository that updates this newly transferred repository whenever there’s a commit to main.
• As part of the workflow, the action clones the repository and makes a commit.
• Something in that process incurred a small charge (around $0.25), even though my overall Actions usage is still under 1%.
• This triggered a block on GitHub Actions with the message: “The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the ‘Billing & plans’ section in your settings.” I increased the spending limit, but the workflows are still blocked.
• I was previously on a free account and have since upgraded to a paid plan, but that didn’t change anything. GitHub Support also hasn’t responded to either of my tickets.

How can I understand what action did cost money?
