GitHub’s billing docs say declined/failed charges can also be caused by the bank blocking the transaction, address/CVV mismatch, expired card details, or GitHub’s card authorization failing even before the actual charge goes through: https://docs.github.com/articles/troubleshooting-a-declined-credit-card-charge

At this point I’d try 3 things: double-check the billing address exactly matches your bank record, try a different card/payment method, and check at your bank whether they are blocking an international/online authorization from GitHub. If it still does not clear, contact GitHub Support under Copilot/Billing, because community replies on similar cases usually end there when updating the card alone does not fix it: https://support.github.com and https://github.com/orgs/community/discussions/66097
