PR's exist but now showing up in the UI

I know they exist — confirmed via CLI, but they are missing from the UI.

• I can see the tab recognizes them "Pull Requests (6)"
• No PR's show up in the list, clearing filters does nothing
• When I try to re-create one, I get a name collision error

This is a private repo that I own, no other contributors.

This started yesterday — I have another repo where a similar bug is happening with Releases not showing up.
