https://api.github.com/orgs/ORG/members returns empty list

I have tried calling the GH Rest API to list all org members: https://api.github.com/orgs/ORG/members

Followed this doc: https://docs.github.com/en/rest/orgs/members?apiVersion=2022-11-28#list-organization-members

I tried this for both my enterprise org and a public org for my own stuff. In either case I get back an empty response. Tried in the browser as well. When attempting to access my enterprise org I included a PAT that is scoped to read:user, user:email. I have permission to see members in my org, I can see 250+ members in the UI.

I resolved this by adding "read:org". Would have been nice to receive an error indicating insufficient permissions instead of an empty set.
