🛠️ Feature Request: Role-based Welcome Text on Admin Dashboard (Recipients vs. Administrators)

Dear GlobaLeaks Development Team,

While configuring our whistleblowing platform, we noticed that recipients see the same welcome message as administrators after login.
However, this message often contains admin-related instructions (e.g. configuration hints), which are not relevant to recipients.

💡 Feature suggestion:

Please make the welcome message role-dependent, or allow it to be disabled for recipients altogether.

Possible implementation options:

• A checkbox: "Hide welcome message for recipients"
• Or: Separate welcome text fields per user role in the admin panel

Rationale:
Recipients should only view and process incoming reports. Admin-related messages could confuse them or suggest unintended responsibilities.

Thank you @AOWNET, your feedback is very valuable.

We will take this into consideration when working on #3336 trying not only to make the text configurable and trying to enable to configure a different text based on the different user role.
