Disqus does not appear

Hi, i followed readme to enable disqus comments in config.toml, but the disques are not appearing on site. Config.toml i moved to the root folder of site. What am I doing wrong? In the root directory I got two files: config.toml and hugo.toml. When I added disqus's part to hugo.toml so disqus appeared like a charm. Should I delete hugo.toml? Or should I rename config.toml to hugo.toml?
