Malta is a country in Europe at latitude 35°56′14.99″ North, longitude 14°22′31.50″ East.The country of Malta (full name; The Republic of Malta / Ir-Repubblika ta' Malta) includes the larger and more populous island of Malta, the smaller northern island of Gozo, and various smaller islands and islets (for example: Comino, Cominotto, Filfla, Saint Paul's Islands, Manoel Island, and so on). The term "Malta" may be used interchangeably to refer to both the island of Malta and the country as a whole.

Subdivisions of Malta

NUTS Classification

Malta is spatially subdivided according to the European Union's Nomenclature of Territorial Units for Statistics (NUTS) classification as follows:

  • NUTS 1 - single subdivision (entire country).
  • NUTS 2 - single subdivision (entire country).
  • NUTS 3 - two subdivisions (namely, the islands/gżejjer) of "Malta (island)" and "Gozo and Comino".
    • The term "island" here is a bit misleading. The subdivision "Malta (island)" in reality consists of the main island of Malta as well as its associated islets (e.g. Filfla, Manoel Island, Saint Paul's Islands). The subdivision "Gozo and Comino" consists of these two islands as well as associated islets.

Below this level, further subdivisions are defined at levels LAU 1 and LAU 2 (formerly NUTS 4 and NUTS 5):

  • LAU 1 - six districts/distretti ("Southern Harbour", "Northern Harbour", "South Eastern", "Western", "Northern", and "Gozo and Comino') [4].
  • LAU 2 - 68 local councils/kunsilli lokali (a full list is given below) [5].

In OpenStreetMap, the country of Malta is mapped as a boundary=administrative relation with admin_level 2.

The following have been proposed on the OSM Wiki:

  • NUTS 3 (islands/gżejjer): admin_level = 6
  • LAU 1 (districts/distretti): admin_level = 7

Other subdivision systems

Other subdivision systems (not corresponding to the NUTS classification) used within the country of Malta include [6][7]:

  • Thirteen electoral districts/distretti elettorali, from each of which five Members of Parliament are elected.
    • The electoral district boundaries are re-drawn in advance of each election and should contain roughly equal populations, except for the district of Gozo and Comino which always remains unchanged.
  • Two police regions, each with a further subdivision into six districts (for twelve districts in total).
  • Hundreds of enumeration areas, used for compiling the Census of Population and Housing
  • Thousands of postcodes [8][9]
    • Postcodes are alphanumeric, usually in the format XXX ####. The three letters correspond to the town or city in which the address is located (see above table for details), although some exceptions exist.
    • Postcodes were introduced in 1991. Until 2007, postcodes used the format XXX ##, i.e. having only two numbers instead of four.

Road Classification

Officially, major roads are either classified as "Arterial", "Distributor", or "Secondary".

Mapping conventions

Roads need to be re-classified. Exceptions to the below table may apply (e.g. where a single-digit road passes through a village core, it should not be considered as 'arterial').

The list of roads is taken from [15]. Road numbers, although official, are seldom used colloquially, with most people referring to road names. However, they may be visible on the Planning Authority MapServer [16].

Road numbers should be added to roads using the ref=* tag, and relations should be defined. All of the major roads should be mapped already, although some do not have the correct ref=*.

Street Names

Official street names can be sourced from the Planning Authority MapServer [17]. These official names may differ from de facto or commonly-used street names.

The official street names are in Maltese. Therefore, the tag name=* should reflect this official name, and the tag name:mt=* is optional. The tag name:en=* may be added if the street name can easily be translated and/or is in common colloquial use.

Any changes to official street names are published in the Malta Government Gazette by the Electoral Commission's Street Naming Committee [18]. All street name changes from March 2013 (Government Gazette #19,043) until September 2025 (Government Gazette #21,513) have been added to OpenStreetMap over various changesets (for example: 165474273 (achavi, OSMLab, FacilMap)).

Addresses/Door Numbers

A number is typically assigned to each door by the Electoral Commission's Door Numbering Committee [19], and addresses can also be inferred/noted from street-level imagery or survey. Many residences also have a house name. Additional information on the house name/door number can be obtained from the Planning Authority MapServer and/or from the MaltaPost Postcode Finder [20].

Many addresses are still missing from OSM.
