Innovation clusters are the beating heart of national innovation ecosystems where universities, researchers, inventors, venture capitalists and R&D firms drive breakthrough ideas. Since 2017, WIPO’s Global Innovation Index (GII) has ranked the world’s top innovation clusters based on international patent filings and scientific publications. This year, the ranking includes a third metric: venture capital (VC). This additional indicator captures not only where ideas are generated, but also how they are financed, transformed into startups, and brought to market as new goods and services. The 2025 rankings found that China, the US and Germany are still home to the greatest number of innovation clusters, but propelled locations like for example London into the top 10 and Bengaluru into 21st position. Intangible assets like brands, designs, data and software drive competitive advantage, innovation and economic growth. According to WIPO’s World Intangible Investment Highlights 2025, in partnership with LUISS Business School, investment in intangible assets is growing three times faster than investment in physical assets such as machinery and buildings.
