What does this PR do?
These changes add
LOCALE.Englishto all calls oftoLowerCaseandtoUpperCase. For all strings related to commands,keywords or configuration, english localization is obvious, but it seems even for user/data stringsLOCALE.Englishseems to be fine (see here).Motivation
