Allow non product component builds

Product components are a VS2017-only feature that allows
VSIX extensions to be bundled with VS. When a VSIX is built
as a product component, however, it can no longer be manually
installed by double-clicking the VSIX, so it's only useful
for teams that are actually integrating Merq into VS.
