As per 3.27 patch notes:

Minion Attacks now inherently always Hit.

Note:
Technically there is still an if that checks for "MinionAccuracyEqualsAccuracy" flag first, which doesn't exist anymore as of 3.27, but I decided to keep it in for now to retain compatibility with <3.26 trees and to allow for easy comparison of the benefit.
