Can't interact with Ghost notifications when an article is open in the reader #24692

Issue Summary
When one is reading an article in the reader and there's a notice from Ghost, the buttons in the notice can't be interacted with. Attempting to click on any button interacts with the element below instead (such as a bookmark card). See the link displayed in the bottom left of the video below:

Steps to Reproduce
- Open an article in the reader while there's an active Ghost notice
- Trying clicking on a notice button and see that it won't work
