What this PR does / why we need it:
When
smartRelativeLineis enabled, relative lines are still shown after the VIM extension is toggled off. This is not useful since we are now in the equivalent of an "insert" mode without VIM.This PR disables relative line numbers when the VIM extension is disabled and ensures behaviour is re-enabled when the extension is toggled back on.
