litellm==1.87.2 no longer exists on PyPI, breaking fresh installs of openkb (VectifyAI#238). Bumps to 1.98.0, the latest stable release, which still satisfies the existing openai==2.44.0 pin (litellm 1.98.0 requires openai>=2.20.0,<3.0.0). Verified: full pytest suite passes with identical results to the 1.87.2 baseline (1231 passed, 18 pre-existing unrelated Windows path-separator failures). ruff/mypy clean. Smoke-tested the actual compiler._llm_call/_llm_call_async code paths (sync + async streaming, 20 concurrent calls) against the real Anthropic endpoint to confirm the litellm.completion/acompletion/stream_chunk_builder API surface compiler.py depends on is unchanged. Resolves VectifyAI#238
