HTMLy local commenting system

A very simple commenting system based on flat files integrated in HTMLy. Just a first release, need hardening and some tweaking.

• notifications by email are slow: to be evaluated alternative notification systems
• PHPMailer integration (to be discussed, can be dropped, no mail notifications)
• changing article slug should change comments filename accordingly
