• Update ms.date for the changed page

Motivation

The .NET 11 what's new article should render its content even when an older .NET MAUI docs view, such as net-maui-10.0, is selected.

Validation

• Confirmed no moniker blocks remain in docs/whats-new/dotnet-11.md
