Description

When setting the CharacterSpacing property on a Picker control, the character spacing is not applied to either the Title text or the individual picker items text. The CharacterSpacing property appears to have no visual effect on the Picker's text elements.

Steps to Reproduce

1. Run the attached sample TestingSample.zip
2. Observe the Picker's CharacterSpacing behavior on Android and Windows device.
