Change the semantics of _OTEL_PYTHON_LOGGING_AUTO_INSTRUMENTATION_ENABLED to only affect the setup of the OTel handler to the python logging module.

Change the semantics of _OTEL_PYTHON_LOGGING_AUTO_INSTRUMENTATION_ENABLED to only affect the setup of the OTel handler to the python logging module so that log events can be enabled by default.
