What does this pull request do?
Rebase on top of latest OpenTelemetry 1.34.1/0.55b1. This drops support to Python 3.8 and adds a new dependency for the newly available container resource detector.
We cannot enable the container resource detector yet because it's a bit spammy on platforms without cgroups files.
