I am surprised we have so many places where we could end up on SYSTEM_READ

And I am even more concerned about TRANSPORT_WORKER_THREAD_NAME_PREFIX. We should take a look what path lead to us executing on a transport thread.

This change asserts current thread pool in various query planning and execution places.
It does not change any of the thread pools but instead documents current behavior
and opens discussion if that needs to be changed.
Related to #131799
