Are we not backporting failure store docs to 8.19 afterall? |

@jbaiera the failure store backport is much more complex due to the snippet testing requirements. I started pulling it into its own PR here so I could ship these smaller changes independently and reduce noise for reviewers: just was waiting to get this merged so I could clean up that PR / hide "irrelevant" commits. |

docs were backported as is with only edits to make them compatible with asciidoc syntax.
