These packages are maintained by elastic/security-service-integrations but still advertise themselves as community- or partner-supported, which understates the support level shown in Fleet and the Elastic Package Registry. Set owner.type to elastic on all 14 so the declared support level matches who actually maintains them. Four were marked partner (1password, jamf_protect, mimecast, ti_threatconnect) and ten community (akamai, atlassian_bitbucket, atlassian_confluence, atlassian_jira, azure_frontdoor, bitdefender, cloudflare, jumpcloud, keycloak, slack). Each package also gets a minor version bump and changelog entry, since owner type is part of the published package metadata. #8035 set the community and partner types in 2023; this reverses that decision for these 14. CODEOWNERS needs no change: owner.github already pointed at the Elastic team in every case, so only the support level was out of step.
