Describe the bug:
CSPM integration onboarding is missing the Agentless deployment option in Kibana 9.1.3

In Kibana version 9.1.3, the CSPM integration onboarding flow does not display the Agentless deployment option. This regression is not present in version 9.1.0.

Suspected Cause:
We suspect this regression was introduced in the following PR:

#231679

Notes:
Most of the CSPM plugin’s E2E tests were skipped in the 9.1 branch, which likely prevented this issue from being caught during testing.

Finding the PR that resolved the skipped tests in the 9.1 branch should be backported.
