Issue we're trying to solve

As reported by @clement-fouque, currently, when the markdown panel has reduced height, the toolbar is not visible.

Proposed solution

Allow the toolbar to be floating as shown in the image below. We need to decide whether we want to do this a) at all times or b) only when the panel has a reduced height.

For short panels

(Tentative) for short and narrow panels
For short and narrow panels, we could:

• Provide a simplified version of the toolbar, showing what we can given available space and placing all other options hidden under a More button.
• Show the "Apply/Discard" button in a floating bar at the bottom of the panel. Only when the panel is both short and narrow.
