Backport

This will backport the following commits from main to 9.0:

Resolves: elastic#235242

* On package policy upgrade:
  * Adds support for checking global var additions on package upgrade
* Removes stale variables (global, input, or stream) from the original
package policy that are no longer defined in the new package version.
